Thriving Under The Emperor

  1. Verses 13 to 17.

  2. Just another prayer before we begin.

  3. Father, we recognize this is your word and we ask that you would help us to understand it.

  4. And that in understanding it, we would believe it.

  5. And that in believing it, we would obey it.

  6. For your son's sake. Amen.

  7. Well, I suspect that the section of Peter's letter into which we now venture

  8. will be a difficult one for many of us, if not all of us, to accept.

  9. We should be fully prepared in the next few weeks and in the next few passages

  10. for God to offend us.

  11. Which is something we should expect as fallen sinners, right?

  12. It's something that we should embrace as redeemed sinners.

  13. It was Tim Keller who said,

  14. Only if your God can outrage and challenge you

  15. will you know that you worship the real God

  16. and not a figment of your imagination.

  17. If your God never disagrees with you,

  18. you might just be worshiping an idealized version of yourself.

  19. And we need to be prepared anytime we come to the word,

  20. but maybe especially in these next few passages

  21. and the content that Peter deals with here.

  22. Prepared for God to challenge us.

  23. Prepared for him perhaps to disagree with us.

  24. And of course, embrace that.

  25. Repent where repentance is necessary.

  26. And to be faithful.

  27. Now the reason I say that is because the overarching principle

  28. of this section is detestable to modern sensibilities.

  29. The theme of Peter's instruction,

  30. beginning in verse 13 all the way down to verse 7 of chapter 3,

  31. is submission.

  32. Submission.

  33. Citizens are to submit to their rulers.

  34. Slaves are to submit to their masters.

  35. Wives are to submit to their husbands.

  36. Submission is difficult enough.

  37. But in each of these cases, as we read God's word,

  38. Peter instructs this submission,

  39. even though the authority figure is unbelieving,

  40. often corrupt,

  41. and even oppressive.

  42. And what's more,

  43. is that it isn't the potential oppressors

  44. that Peter actually addresses.

  45. He could have.

  46. The scriptures certainly do.

  47. He doesn't.

  48. He addresses those who are most likely to be mistreated

  49. and abused in each of those relationships.

  50. Now modern theories like to look at this

  51. and they categorize and determine that the problem

  52. is authority itself.

  53. That it's power dynamics itself

  54. that create the issue.

  55. And that true liberation only comes

  56. when people are free from such power dynamics.

  57. And you see this in all kinds of modern theories,

  58. particularly critical theory and its outworkings.

  59. The Bible wholeheartedly disagrees.

  60. It is not authority itself.

  61. The Bible recognizes that the real issue is sin.

  62. The real issue is sinners

  63. who rebel against God's good design.

  64. The scriptures affirm that it is God

  65. who authorizes human government

  66. with the power of the sword.

  67. He authorizes the church

  68. with the keys of the kingdom.

  69. The Lord authorizes husbands to rule their homes,

  70. parents to rule their children,

  71. teachers to rule their students,

  72. employers to rule their employees,

  73. and so on and so forth.

  74. Authority itself is God's idea.

  75. And the godly exercise of authority

  76. is one way that we actually bear the image of God

  77. in the world.

  78. From the most powerful of us

  79. to the least powerful.

  80. In his book called Authority,

  81. Jonathan Lehman is so helpful on this point.

  82. Even to say, even as children,

  83. we are invested with a sphere of authority.

  84. Caden's sphere of authority

  85. at this point in his life

  86. might be his bedroom.

  87. He rules over that bedroom.

  88. He has responsibilities

  89. that come along with that reign.

  90. And as a sinner,

  91. he can ruin it.

  92. As someone who has fallen,

  93. he can exercise that authority

  94. in a way that isn't godly

  95. and is unrighteous.

  96. And so on it goes for each one of us.

  97. But authority is God's idea.

  98. We bear his image through it.

  99. And until Jesus returns

  100. to bring the fullness of his kingdom

  101. and his perfect rule,

  102. sinners are all that there is

  103. to fill the authoritative roles

  104. that God has designed

  105. for his glory

  106. and for our good.

  107. In other words,

  108. the answer to oppression

  109. is not to reject

  110. or to alter God's design in authority.

  111. The answer to oppression

  112. is to call sinners to repentance

  113. and to faith

  114. and to the lordship of Jesus Christ.

  115. And we do that

  116. by calling out sin,

  117. by standing for truth,

  118. while also properly

  119. submitting to the authorities

  120. that God has established.

  121. Whether that's in the sphere

  122. of the government

  123. or in the sphere of the church

  124. or in the sphere of the home

  125. or in the sphere of our workplaces

  126. and so on.

  127. Well, there's two things

  128. we need to acknowledge

  129. about this text

  130. in this series of texts.

  131. And one is that Peter

  132. didn't seek to deal

  133. with these categories exhaustively.

  134. This is not a comprehensive treatise

  135. on these issues

  136. and we can certainly look

  137. to other passages of Scripture

  138. in the Bible

  139. to help build

  140. a more robust theology

  141. of authority and submission.

  142. And we ought to do that.

  143. That's not what Peter is doing here.

  144. We need to recognize that.

  145. And yet still,

  146. this is the word of God.

  147. And we need to let it speak

  148. without trying to blunt

  149. the sharp edges

  150. of the sword of the Spirit.

  151. There is a way

  152. for us to approach texts

  153. like this one

  154. and the next one

  155. and the one after.

  156. Over-qualifying them

  157. so much

  158. that we end up

  159. rendering them ineffective.

  160. We end up rendering them

  161. as if they have

  162. no authority over us at all.

  163. And we need to recognize

  164. that what Peter writes for us

  165. in these texts

  166. is God's word.

  167. This is God's word for us.

  168. So we will not

  169. over-qualify them this morning

  170. in order to try

  171. to remove the sharpness

  172. of what Peter intends to say

  173. and what God intends to say

  174. to us.

  175. We need not think of this

  176. as all that God has to say.

  177. And yet we still must recognize

  178. that this is indeed

  179. the word of the Lord.

  180. And so Peter is addressing

  181. the specific situation

  182. of these Christians

  183. in the first century

  184. which has plenty of parallels

  185. to even our circumstances today

  186. and for Christians

  187. all over the world.

  188. He does not seek to

  189. weigh out the ethics

  190. of political revolution.

  191. He does not seek here

  192. to weigh out the ethics

  193. of when and how

  194. it's permissible

  195. for oppressed people

  196. to resist

  197. resist

  198. or to even flee

  199. from their oppressors.

  200. There are passages

  201. that help us with that.

  202. This is not one of them.

  203. That's not what he's attempting to do.

  204. We need to recognize that.

  205. The second thing

  206. that we need to recognize

  207. is that submission itself

  208. is not the goal of the text.

  210. is not the goal of the text.

  211. Now, there is a way

  212. to take a text like this

  213. and many like it

  214. and we see this mostly

  215. in the applications

  216. of the marriage relationship

  217. when we come to texts like this.

  218. We find those

  219. who would come so strongly

  220. from the perspective

  221. of authority

  222. that they would see

  223. submission

  224. as the great end

  225. of these passages

  226. and that is not

  227. the great end

  228. of these passages.

  229. The entire section

  230. revolves around

  231. the example of Jesus

  232. in verses 21 to 25.

  233. You won't read it now

  234. but you might mark it.

  235. You might even see

  236. the next series of sections

  237. even getting into chapter 3

  238. and further deeper

  239. into chapter 3.

  240. Peter's dealing

  241. with all of these things

  242. and he's intentionally

  243. right at the heart of it,

  244. right in the middle of it,

  245. he's put the example

  246. of Christ

  247. and Christ's own submission

  248. telling us

  249. that the goal of this text

  250. is to instruct us

  251. on true Christ-likeness.

  252. Submission isn't the goal.

  253. Christ is the goal

  254. and as we are pursuing Christ,

  255. we must learn as his people

  256. to rightly submit

  257. to proper authority.

  258. Thriving in exile then

  259. is about faithfully following Jesus

  260. and that is what is Peter's concern here.

  261. Now, the first category he covers

  262. is submission

  263. to civil authorities.

  264. Thriving in exile

  265. means thriving

  266. under the emperor

  267. and Peter helpfully instructs us here

  268. on just how to do that.

  269. Now let me give you

  270. the summary of his thesis

  271. and then we're going to dig in.

  272. Here's his point, okay?

  273. Christians must submit

  274. to civil authorities

  275. under Christ.

  276. Obeying the rule of law

  277. except when doing so

  278. would result in disobedience to God.

  279. And the goal of this submission

  280. is to be like Jesus

  281. and to prove the goodness

  282. of Christianity

  283. in the public sphere.

  284. That's the general idea here.

  285. Peter's saying

  286. Christians must submit

  287. to civil authorities

  288. insofar as obedience

  289. to the civil authority

  290. does not require

  291. disobedience to God.

  292. And the reason we must do this

  293. is because we want to be like Jesus

  294. and we want to make Jesus

  295. look good to the world.

  296. Okay?

  297. Four things to work through here.

  298. First, let's look at

  299. the general principle.

  300. The general principle

  301. in verses 13 and 14.

  302. Be subject for the Lord's sake

  303. to every human institution

  304. whether it be to the emperor

  305. as supreme

  306. or to governors

  307. as sent by him

  308. to punish those who do evil

  309. and to praise those

  310. who do good.

  311. Now Peter's supplying

  312. a moral principle here.

  313. This is a moral principle

  314. that transcends

  315. all systems of human government.

  316. So that a Christian

  317. in the democratic United States

  318. in communist China

  319. those who live beneath

  320. the Islamic State

  321. in a place perhaps like Iran

  322. or in other places

  323. around the world

  324. despite the vast differences

  325. of our cultures

  326. despite the vast differences

  327. of our social orders

  328. despite the vast differences

  329. of our political systems

  330. we are all bound

  331. to this moral principle

  332. that Peter affirms here.

  333. We may apply it

  334. in unique ways

  335. depending on those differences

  336. but the principle itself

  337. stands.

  338. And the principle

  339. in a general sense

  340. is this.

  341. We must willfully submit

  342. to human authorities

  343. that rule over us.

  344. We must willfully submit

  345. to human authorities

  346. that rule over us.

  347. Let's work this out

  348. in the text.

  349. The ESV renders this

  350. human institutions.

  351. Human institutions

  352. in this case

  353. doesn't refer to

  354. societies

  355. or organizations.

  356. It refers to principles

  357. of order

  358. instituted

  359. by human authorities.

  360. Okay, so this is

  361. not Peter's way

  362. of saying

  363. you must be loyal

  364. to a political framework.

  365. This is not Peter saying

  366. Christians must be

  367. loyal

  368. to a particular

  369. type of order.

  370. He's saying

  371. we must be

  372. subservient to

  373. subject ourselves

  374. to

  375. those

  376. principles of order

  377. that are instituted

  378. by the authorities

  379. that we have.

  380. older translations

  381. like the King James Version

  382. render this as

  383. ordinances

  384. which I think

  385. probably gives us

  386. a better sense

  387. of what Peter's

  388. focus is here.

  389. And that Peter

  390. has civil authorities

  391. particularly in mind

  392. is made clear

  393. from the fact

  394. that he names

  395. the supreme ruler

  396. of the empire

  397. Caesar in his case

  398. along with

  399. whatever officials

  400. that ruler

  401. has authorized

  402. to carry out

  403. punishment

  404. for evil

  405. and

  406. praise for good.

  407. Now punishment

  408. for evil

  409. praise for good

  410. that's God's idea

  411. in it.

  412. It is God

  413. who establishes

  414. human government

  415. he authorizes

  416. that human government

  417. with the power

  418. of the sword.

  419. That is a distinct

  420. power.

  421. The church

  422. does not have

  423. that power.

  424. That was one

  425. of the problems

  426. coming through

  427. middle ages

  428. even through

  429. some of the

  430. reformation time

  431. is the church

  432. was in some cases

  433. trying to hold

  434. the power

  435. of the sword

  436. and the government

  437. was trying to hold

  438. the power

  439. of the keys

  440. of the kingdom.

  441. We can't mix

  442. those things up.

  443. God has given

  444. civil authority

  445. the power

  446. of the sword

  447. and generally

  448. speaking

  449. that is to

  450. punish those

  451. who do evil

  452. and praise

  453. those who do

  454. good.

  455. In our situation

  456. we don't have

  457. a supreme emperor

  458. we have a president

  459. and a vice president

  460. we have a congress

  461. representative government

  462. and so it flows.

  463. Governors

  464. state congresses

  465. we have federal

  466. institutions

  467. that are

  468. for law enforcement

  469. we have local

  470. institutions

  471. that are for

  472. law enforcement

  473. all of it

  474. included here

  475. first to the

  476. supreme leader

  477. and then to all

  478. whom he puts

  479. underneath

  480. that's what

  481. Peter makes

  482. clear.

  483. Now that

  484. he emphasizes

  485. they are human

  486. institutions

  487. or human

  488. ordinances

  489. is important

  490. pushes against

  491. the cultural

  492. notion

  493. of Peter's

  494. day

  495. that the

  496. emperor

  497. was divine.

  498. Peter's making

  499. it clear

  500. that when he

  501. tells these

  502. Christians

  503. that they

  504. must be

  505. subject

  506. to human

  507. authorities

  508. he is not

  509. saying that

  510. their subjection

  511. is the same

  512. as their

  513. subjection

  514. to God.

  515. It is

  516. vastly

  517. different

  518. and we must

  519. understand

  520. the distinction.

  521. There is a

  522. distinction

  523. between God's

  524. law

  525. and man's

  526. law

  527. and Peter

  528. makes that

  529. clear for us.

  530. Now the bottom

  531. line here is that

  532. we are to submit

  533. to the rule

  534. of law

  535. even though

  536. that law

  537. issues

  538. from creatures

  539. rather than

  540. God

  541. and this is

  542. Peter's

  543. affirmation

  544. that God

  545. himself

  546. ordains

  547. government

  548. and gives

  549. it the power

  550. of the sword.

  551. So though

  552. Christians are

  553. first and

  554. foremost

  555. certainly

  556. concerned

  557. with the

  558. law

  559. of God

  560. and obeying

  561. God

  562. we are

  563. servants

  564. of God

  565. that doesn't

  566. mean that we

  567. are automatically

  568. free to

  569. rebel against

  570. the laws

  571. of men.

  572. In other

  573. words

  574. the disposition

  575. of the

  576. Christian heart

  577. is to be

  578. one of

  579. submission

  580. not of

  581. anarchy

  582. obedience

  583. not

  584. rebellion

  585. and someone

  586. may come

  587. to this

  588. passage

  589. and say

  590. Peter

  591. is just

  592. so

  593. ignorant

  594. here

  595. so naive

  596. to the

  597. kind of

  598. oppression

  599. that comes

  600. from human

  601. authorities

  602. if Peter

  603. really cared

  604. about the

  605. marginalized

  606. in society

  607. he wouldn't

  608. have focused

  609. so much

  610. on such

  611. an offensive

  612. command

  613. but we

  614. know that

  615. isn't

  616. true

  617. Peter

  618. was the

  619. marginalized

  620. he wasn't

  621. ignorant

  622. of that

  623. and he

  624. wasn't

  625. naive

  626. to it

  627. Peter

  628. was a

  629. personal

  630. witness

  631. to the

  632. wicked

  633. corruption

  634. that led

  635. to the

  636. crucifixion

  637. of the

  638. son of

  639. God

  640. he himself

  641. had been

  642. beaten

  643. and imprisoned

  644. by Jewish

  645. authorities

  646. in Jerusalem

  647. not for

  648. breaking

  649. the law

  650. but for

  651. preaching

  652. the gospel

  653. let's not

  654. forget

  655. that the

  656. Roman

  657. emperor

  658. at the

  659. time he

  660. wrote this

  661. letter

  662. was none

  663. other than

  664. Emperor

  665. Nero

  666. an avowed

  667. hater

  668. and persecutor

  669. of Christians

  670. Peter

  671. himself

  672. would eventually

  673. be crucified

  674. by the

  675. very man

  676. that he

  677. writes here

  678. that Christians

  679. are to

  680. submit to

  681. and to

  682. obey

  683. and yet

  684. this is

  685. the word

  686. of God

  687. and God's

  688. word

  689. stands

  690. the moral

  691. imperative

  692. to submit

  693. to the

  694. rule of

  695. law

  696. is not

  697. negated

  698. or diminished

  699. when the

  700. rulers

  701. themselves

  702. are wicked

  703. men

  705. are almost

  707. wicked

  3194. it's not

  3195. really going

  3196. to be better

  3197. no matter

  3198. who's in

  3199. office

  3200. why do we

  3201. know that

  3202. because we're

  3203. sinners

  3204. and there is

  3205. no one who

  3206. will fill the

  3207. offices of our

  3208. nation and

  3209. of our

  3210. town

  3211. who isn't

  3212. a sinner

  3213. but there is

  3214. one who is

  3215. not a sinner

  3216. who reigns

  3217. over all

  3218. we belong to

  3219. his kingdom

  3220. and we await

  3221. his kingdom

  3282. it means to

  3283. thrive in

  3284. exile

  3285. thriving in

  3286. exile is not

  3287. about ease

  3288. it's not

  3289. about comfort

  3290. it's not

  3291. about pleasure

  3292. it's not

  3293. about your

  3294. happiness

  3295. thriving in

  3296. exile

  3297. is about

  3298. following Jesus

  3299. as we

  3300. await his

  3301. return

  3302. and this is

  3303. part of how

  3304. we'll do it
