  1. So please keep your Bible open to chapter 13.

  2. Chapter 12 and 13 can be treated as one unit.

  3. But you can also go from 12 to all the way to the end of Romans.

  4. But whichever way you look at it,

  5. chapter 13, 1 to 7 seems a bit out of place

  6. to talk about being a good citizen

  7. while Paul talks about in light of God's mercy

  8. we are to love others sincerely in our new identity.

  9. However, as both James and Steve point out last two Sundays

  10. looking at chapter 12,

  11. being a follower of Jesus, living in the realm of salvation

  12. is meant to affect every part of our life.

  13. It should also affect how we live as a good godly citizen.

  14. So I look up the requirement of becoming an Australian citizen

  15. as I prepare this talk.

  16. And I come across the citizen pledge and its explanation.

  17. It says all Australian citizens must understand

  18. our prosperity and privileges

  19. and what it means to be a citizen,

  20. whether we are Australian by birth or by choice.

  21. When you pledge, you are making a public commitment to Australia

  22. and accepting the responsibility and privilege of a citizen.

  23. And the pledge goes,

  24. From this time forward, under God,

  25. I pledge my loyalty to Australia and its people,

  26. whose democratic beliefs I share,

  27. whose rights and liberties I respect,

  28. and whose laws I will uphold and obey.

  29. If you are Australian by birth,

  30. you may not have been through an Australian citizenship ceremony

  31. and make such a pledge.

  32. Still, your privilege of being born to be an Australian citizen

  33. comes with responsibilities.

  34. I remember pledging around the late 80s, 30s, 90s

  35. with my family at the Australian citizenship ceremony

  36. at the Grand Recton Hall.

  37. It was much easier to become an Australian citizen back then.

  38. Nowadays, you also have to pass the citizens to test.

  39. So how about we go through some questions

  40. to see whether you'll pass,

  41. especially if you were born in Australia.

  42. There are 20 questions you have to answer,

  43. but five of them you have to get correctly to pass the test.

  44. There are questions about Australian values

  45. to demonstrate that you understand your responsibility

  46. and privilege as an Australian citizen.

  47. So I'll put the question up,

  48. think of the answer,

  49. don't tell anyone,

  50. don't share with anyone,

  51. especially if you have done the test recently.

  52. The answer will come up very soon,

  53. and I will go through the five questions.

  54. So,

  55. did anyone make any mistakes in these five questions?

  56. If you did, sorry.

  57. You are not fit to be a citizen yet.

  58. You can't call yourself an Australian

  59. if you don't understand and uphold Australian values.

  60. If becoming a citizen of one of the countries on earth

  61. required tests and privileges,

  62. it would not make sense to expect less

  63. to be a citizen of the kingdom of God,

  64. whose king is the creator of everything in this world,

  65. everything,

  66. including those parts,

  67. that doesn't seem very Christian.

  68. Think about that.

  69. Comparing all that God has accomplished

  70. to transform us from our hopeless, sinful realm

  71. into a new realm of salvation in Christ,

  72. submitting to authority

  73. and loving others wholeheartedly

  74. seems a minimal requirement.

  75. And the good news we have seen

  76. from the Book of Romans so far

  77. is that even though

  78. we have failed in all the tests

  79. to prove that we are a worthy citizen,

  80. God still accepts us

  81. as part of his kingdom

  82. based on the merit of the Lord Jesus.

  83. This is so wonderful.

  84. In the Christian life,

  85. doctrine and duty

  86. always goes together.

  87. Doctrine is a teaching that you live by

  88. and duty is your action

  89. in fulfilling your responsibility.

  90. What we believe

  91. helps to determine how we behave.

  92. It's not enough for us

  93. to understand Paul's teaching

  94. from chapter 1 to 11.

  95. We must translate our learning

  96. into living

  97. and show our daily life

  98. as we trust God,

  99. trust in God's word,

  100. which is the aim

  101. of the rest of the Book of Romans.

  102. And one thing very important

  103. to remember today

  104. is in chapter 13,

  105. we need to remember

  106. that Paul is not giving us

  107. a discussion

  108. on church and state relations,

  109. but is giving

  110. individual Christian instruction

  111. about personal citizenship

  112. based on a new relationship

  113. with the state

  114. and a new relationship

  115. with the world.

  116. And that are my two main points

  117. for today.

  118. A new relationship

  119. with the state

  120. and new relationship

  121. with the world

  122. in your personal citizenship.

  123. So Romans 13,

  124. starting in verse 1,

  125. let everyone be subject

  126. to the governing authority,

  127. for there is no authority

  128. except that which God

  129. has established.

  130. The authorities that exist

  131. have been established by God.

  132. Consequently,

  133. whoever rebels

  134. against the authority

  135. is rebelling against

  136. what God has instituted,

  137. and those who do so

  138. will bring judgment

  139. on themselves.

  140. God infects people

  141. with authority.

  142. But as Paul said,

  143. as Paul pointed out earlier

  144. in chapter 3,

  145. all human

  146. are sinful,

  147. which means

  148. those God

  149. invested

  150. his authority with

  151. will not exercise

  152. the authority

  153. as God intended.

  154. Even though

  155. we cannot always

  156. respect the man

  157. or woman

  158. in the office,

  159. we must respect

  160. the office

  161. established by God

  162. because he

  163. institutes

  164. every government.

  165. If we believe

  166. that God

  167. is sovereign,

  168. then disbelief

  169. requires that

  170. we respect

  171. those in authority

  172. over us.

  173. Our passage today

  174. says,

  175. we must fear

  176. if we resist them

  177. because we also

  178. resist God.

  179. Paul's rationale

  180. for obedience

  181. has nothing to do

  182. with the ruler's

  183. godliness,

  184. competence,

  185. or any other

  186. qualification.

  187. Instead,

  188. his call

  189. for submission

  190. to their authority

  191. is grounded

  192. in God's

  193. authority.

  194. It is

  195. between you

  196. and God

  197. that you submit.

  198. The only authority

  199. that exists

  200. are the ones

  201. whom God

  202. has placed

  203. there

  204. according

  205. to his

  206. sovereign plan.

  207. So do you think

  208. there's any

  209. excuse

  210. or any

  211. valid reason

  212. for you

  213. not to submit

  214. to God's

  215. authority?

  216. Can you read

  217. justify your choice?

  218. It goes on to say,

  219. for rulers

  220. hold no terror

  221. for those

  222. who do right,

  223. for those

  224. who do wrong.

  225. Do you want

  226. to be free

  227. from fear

  228. of the one

  229. in authority?

  230. Then do what

  231. is right

  232. and you

  233. will be

  234. commanded.

  235. For the one

  236. in authority

  237. is God's servant

  238. for your good.

  239. But if you do

  240. wrong,

  241. be afraid.

  242. For rulers

  243. do not bear

  244. the sword

  245. for no reason.

  246. They are God's

  247. servant,

  248. agents of wrath

  249. to bring punishment

  250. on the wrongdoers.

  251. Paul tells us

  252. about the government's

  253. function

  254. by highlighting

  255. the core

  256. of our problems,

  257. the human heart.

  258. Because man's

  259. heart is sinful,

  260. God established

  261. a government

  262. to legislate

  263. and enforce

  264. the law.

  265. But laws

  266. cannot

  267. change

  268. the heart.

  269. man's heart

  270. is still

  271. selfish

  272. and can

  273. only be

  274. changed

  275. by the

  276. grace of

  277. God.

  278. The problem

  279. of our world

  280. is not what

  281. kind of government

  282. is in charge.

  283. Neither

  284. democracy

  285. nor authoritarian

  286. to fix

  287. the world's

  288. problem

  289. is not to

  290. change the

  291. government

  292. but to deal

  293. with each

  294. of our

  295. sinful hearts.

  296. Do you want

  297. to be free

  298. from the

  299. one in

  300. authority?

  301. Do you

  302. want to be

  303. free from

  304. fear of

  305. the one

  306. in authority?

  307. Then do

  308. what is

  309. right

  310. and you

  311. will be

  312. commanded.

  313. Many people

  314. take freedom

  315. as living

  316. independently

  317. or living

  318. in a free

  319. country

  320. but there

  321. will be

  322. a big

  323. mistake.

  324. True

  325. freedom

  326. is not

  327. fun in

  328. doing

  329. whatever

  330. you want

  331. whenever

  332. you want.

  333. True

  334. freedom

  335. is never

  336. fun in

  337. putting

  338. yourself

  339. in the

  340. middle

  341. of

  342. your

  343. world

  344. and

  345. making

  346. it

  347. all

  348. about

  349. you.

  354. writing

  355. your

  356. moral

  357. code

  358. or

  359. finally

  360. getting

  365. is only

  371. all levels

  372. of human

  373. authority

  374. that God

  375. put on

  376. earth

  377. to make

  378. his

  379. invisible

  380. authority

  381. visible.

  382. Personal

  383. freedom

  384. is not

  385. fun in

  386. resisting

  387. human

  388. authority

  389. because

  390. freedom

  391. and

  392. authority

  393. are not

  394. enemies.

  395. Unfortunately,

  396. among

  397. Christians,

  398. there seems

  399. to be

  400. an increasing

  401. appeal

  402. to the

  403. example

  404. of

  405. civil

  406. disobedience

  407. in the

  408. scripture

  409. without

  410. a balancing

  411. commitment

  412. to the

  413. clear and

  414. repeated

  415. commands

  416. in scripture

  417. to submit

  418. to authority.

  419. You

  420. cannot

  421. cling

  422. to one

  423. principle

  424. without

  425. denying

  426. the other.

  427. civil

  428. disobedience

  429. and

  430. civil

  431. rebellion

  432. are not

  433. the same

  434. thing.

  435. Living

  436. under

  437. Rome's

  438. suppressive,

  439. abusive,

  440. immoral

  441. authority,

  442. Jesus never

  443. calls his

  444. followers to

  445. rebel

  446. against

  447. authority.

  448. In a

  449. country of

  450. democratic

  451. government,

  452. it is

  453. easy to

  454. mistake

  455. government

  456. for serving

  457. our

  458. enjoyment.

  459. government.

  460. We get

  461. easily

  462. upset when

  463. our government

  464. tells us what

  465. we can or

  466. cannot do.

  467. But no

  468. matter what

  469. kind of

  470. authority you

  471. are living

  472. under,

  473. God set up

  474. authority for

  475. Christians to

  476. demonstrate how

  477. to be godly

  478. citizens through

  479. their respectful,

  480. active

  481. participation for

  482. his glory.

  483. Let me say

  484. that again.

  488. demonstrate how

  492. active participation

  493. for his

  494. glory.

  495. So Paul

  496. goes on,

  497. therefore,

  498. it is necessary

  499. to submit to

  500. the authority,

  501. not only because

  502. of possible

  503. punishment,

  504. but also as

  505. a matter of

  506. conscience.

  507. This is also

  508. why you pay

  509. taxes for

  510. the authority

  511. of God's

  512. servant,

  513. who give

  514. their full

  515. time to

  516. governing,

  517. give to

  518. everyone what

  519. you owe

  520. them,

  521. if you owe

  522. taxes,

  523. pay taxes,

  524. if revenue,

  525. then revenue,

  526. if respect,

  527. then respect,

  528. if honour,

  529. then honour.

  530. Christian

  531. citizens ought

  532. to be the

  533. best citizen.

  534. Christians may

  535. not always

  536. agree on

  537. politics or

  538. parties,

  539. but we

  540. can all

  541. agree,

  542. but they

  543. can all

  544. agree on

  545. their attitude

  546. towards human

  547. government.

  548. Whether we

  549. like or

  550. respect a

  551. leader and

  552. vote for them

  553. or not,

  554. our response

  555. should be

  556. the same.

  557. How do

  558. you respond

  559. to authority,

  560. especially ones

  561. you don't like

  562. or respect,

  563. or ones that

  564. are abusive

  565. or autocratic?

  566. In our

  567. modern democracy,

  568. where we have a

  569. say in who

  570. governs us,

  571. we might feel

  572. entitled to

  573. speak disrespectfully

  574. about our

  575. government

  576. officials.

  577. officials.

  578. And that

  579. normally happens

  580. a lot while

  581. in private

  582. settings.

  583. It's much

  584. easier to

  585. jump on the

  586. bandwagon and

  587. follow the

  588. latest social

  589. media trend.

  590. Over the last

  591. few years,

  592. there have been

  593. many opportunities

  594. to speak

  595. disrespectfully or

  596. to voice our

  597. disapproval of

  598. government actions,

  599. our government

  600. actions, in

  601. handling various

  602. difficult crises.

  603. in a not very

  604. peaceful or

  605. even passive

  606. aggressive way.

  607. But Jesus

  608. said in Luke

  609. 6.45 that

  610. from the

  611. overthrow of

  612. our hearts,

  613. your mouths

  614. speak.

  615. There's no

  616. hiding what's

  617. happening in

  618. each one of

  619. our sinful

  620. hearts.

  621. Are you

  622. known as

  623. someone who

  624. often speaks

  625. disrespectfully

  626. and loves to

  627. call others

  628. names?

  629. Or are you

  630. a willing

  631. submitting kind

  632. of person?

  633. Do you

  634. actively do

  635. all that you

  636. can to

  637. honor those

  638. in authority

  639. above you?

  640. Or do you

  641. keep looking

  642. for faults

  643. and encouraging

  644. others to

  645. push out

  646. for the

  647. government?

  648. Paul makes

  649. no hint

  650. of merely

  651. going along

  652. with something

  653. grudgingly

  654. or under

  655. duress.

  656. The obedience

  657. that he

  658. described is

  659. respectful and

  660. complete.

  661. he calls

  662. for active

  663. action to

  664. save our

  665. conscience

  666. in verse

  667. 5 to 7

  668. by paying

  669. our due,

  670. giving everyone

  671. what we owe

  672. them,

  673. taxes,

  674. revenue,

  675. respect,

  676. or honor.

  677. We have

  678. been called

  679. to a new

  680. relationship

  681. with our

  682. government

  683. because of

  684. God's

  685. mercy.

  686. Christians are

  687. to be the

  688. salt and

  689. light of

  690. this world.

  691. A

  692. responsible

  693. citizen is

  694. willing to

  695. uphold the

  696. authority God

  697. gave their

  698. human government

  699. with respect

  700. and not

  701. begrudgingly.

  702. Ruling

  703. submission is

  704. so counter

  705. cultural because

  706. we live as if

  707. we are our

  708. king,

  709. but we have a

  710. new king,

  711. and he calls

  712. us to have a

  713. new relationship

  714. with the

  715. authority and

  716. with the

  717. world.

  718. So continuing

  719. from the

  720. payment theme

  721. in verse

  722. 6 to 7,

  723. Paul uses

  724. the analogy

  725. of debt

  726. to describe

  727. how we

  728. should live

  729. in our

  730. new

  731. relationship

  732. with the

  733. world.

  734. Verse 8,

  735. let no

  736. debt remain

  737. an outstanding

  738. except a

  739. continued debt

  740. to love

  741. one another,

  742. for whoever

  743. loves others

  744. has fulfilled

  745. the law.

  746. Paul acts

  747. love as

  748. another kind

  749. of thing

  750. that we

  751. owe others.

  752. Tax,

  753. duty,

  754. honor,

  755. respect can

  756. be paid

  757. in full,

  758. but love

  759. is a debt

  760. and ongoing

  761. obligation

  762. that we

  763. will never

  764. be able

  765. to pay

  766. out fully.

  767. We should

  768. not expect

  769. that the

  770. need for us

  771. to love

  772. others will

  773. ever be

  774. fulfilled.

  775. It would

  776. be ridiculous

  777. to say,

  778. I've loved

  779. someone enough,

  780. I do not

  781. need to love

  782. them anymore.

  783. You only need

  784. to reverse

  785. that sentence

  786. and consider

  787. someone saying

  788. that they

  789. have loved

  790. you enough

  791. that they

  792. don't have

  793. to love

  794. you anymore

  795. to realize

  796. how ridiculous

  797. even to

  798. contemplate

  799. the idea.

  800. God

  801. warned us

  802. to never

  803. stop loving

  804. by letting

  805. our priority

  806. fall out of

  807. sync with

  808. God.

  809. It's very

  810. easy.

  811. We easily

  812. focus on

  813. the wrong

  814. things as

  815. we interact

  816. with others.

  817. there seems

  818. to be a

  819. list in

  820. our mind

  821. that we

  822. always check,

  823. especially

  824. regarding

  825. God's

  826. command.

  827. The

  828. commandments,

  829. you should

  830. not commit

  831. adultery,

  832. you should

  833. not murder,

  834. you should

  835. not steal,

  836. you should

  837. not comfort,

  838. and whatever

  839. other commandments

  840. there may

  841. be, are

  842. sum up in

  843. this one

  844. command,

  845. love your

  846. neighbors as

  847. yourself.

  848. Love does

  849. no harm to

  850. our neighbor,

  851. therefore love

  852. is a fulfillment

  853. of the law.

  854. according to

  855. Paul's

  856. credential,

  857. a Pharisee

  858. devoted to

  859. observing every

  860. law,

  861. a cellist

  862. Christian

  863. persecutor

  864. considered

  865. himself

  866. faultless

  867. regarding

  868. righteousness

  869. based on

  870. the law.

  871. It would

  872. be very

  873. out of

  874. character

  875. to give

  876. such a

  877. summary

  878. about how

  879. to fulfill

  880. the law

  881. if Paul

  882. did not

  883. meet

  884. Jesus.

  885. But his

  886. encounter

  887. with Jesus

  888. while on

  889. the way

  890. ready to

  891. persecute

  892. Christians

  893. by executing

  894. them,

  895. make him

  896. realize how

  897. far he was

  898. from God's

  899. priority.

  900. By promoting

  901. loving one

  902. another and

  903. loving God

  904. as the highest

  905. calling for

  906. Christian,

  907. Paul reminds

  908. us that

  909. following this

  910. particular command

  911. of love

  912. enables

  913. everything to

  914. function in

  915. God's

  916. order.

  917. Love is

  918. positive,

  919. active,

  920. and I can

  921. even say

  922. it's

  923. proactive.

  924. Love will

  925. fulfill the

  926. law because

  927. even looking

  928. at it

  929. negatively,

  930. you will

  931. not harm

  932. your neighbor

  933. when you

  934. love.

  935. You may

  936. be driven

  937. to be

  938. successful

  939. at any

  940. cost.

  941. You may

  942. consider other

  943. people as

  944. a stepping

  945. stone towards

  946. a fulfilling

  947. life.

  948. you might

  949. think setting

  950. aside a

  951. relationship

  952. to enable

  953. you to get

  954. to where

  955. you want

  956. is acceptable

  957. and unavoidable.

  958. Those extra

  959. hours staying

  960. at work or

  961. networking

  962. seems more

  963. necessary than

  964. spending time

  965. with your

  966. spouse,

  967. kids,

  968. or other

  969. fellow believers.

  970. It all

  971. reflects how

  972. much you

  973. love yourself

  974. and how

  975. much we

  976. love ourselves.

  977. We are so

  978. familiar with

  979. loving ourselves

  980. that it

  981. should be

  982. easy to

  983. understand how

  984. to apply the

  985. command,

  986. love your

  987. neighbors as

  988. yourself.

  989. You should

  990. love and

  991. attitude towards

  992. others,

  993. have the same

  994. depth of

  995. concern for

  996. yourself.

  997. Our

  998. relationship

  999. with the

  1000. world builds

  1001. on our

  1002. renewed

  1003. relationship

  1004. with God.

  1005. It calls

  1006. to some

  1007. things in

  1008. an upside

  1009. down way,

  1010. to prioritize

  1011. relationship

  1012. with God

  1013. and others.

  1014. You may

  1015. think or

  1016. feel that

  1017. up to this

  1018. point,

  1019. all I have

  1020. said is

  1021. easy,

  1022. said,

  1023. than done.

  1024. Let me

  1025. help you by

  1026. looking at

  1027. our final

  1028. session of

  1029. the three

  1030. contrasts and

  1031. the secret

  1032. of success.

  1033. We are

  1034. living in an

  1035. exciting and

  1036. challenging

  1037. time.

  1038. You may feel

  1039. like your

  1040. life is

  1041. constantly on

  1042. the go

  1043. without any

  1044. breathing space.

  1045. You might

  1046. have chosen

  1047. to deal

  1048. with all

  1049. that is

  1050. happening

  1051. around you

  1052. with nostalgia

  1053. and reminiscing

  1054. the good

  1055. old days,

  1056. or slumbering,

  1057. trying to

  1058. slip them

  1059. off.

  1060. But Paul

  1061. says,

  1062. and do

  1063. this,

  1064. understanding

  1065. the present

  1066. time.

  1067. The hour

  1068. has already

  1069. come for

  1070. you to

  1071. wake up

  1072. from your

  1073. slumber,

  1074. because our

  1075. salvation is

  1076. nearer now

  1077. than when

  1078. you first

  1079. believed.

  1080. The night

  1081. is nearer,

  1082. nearly over,

  1083. and the day

  1084. is almost

  1085. here.

  1086. Paul calls

  1087. all Christians

  1088. to do

  1089. three pairs

  1090. of contrasting

  1091. action in

  1092. our current

  1093. already and

  1094. not yet

  1095. states.

  1096. The mercy

  1097. of God

  1098. through the

  1099. self-sacrifice

  1100. of Jesus

  1101. on the cross

  1102. saved us

  1103. from all

  1104. our sin,

  1105. but we

  1106. still sin

  1107. and live

  1108. in a

  1109. sin-broken

  1110. world.

  1111. But this

  1112. tension is

  1113. almost over.

  1114. We have

  1115. been made

  1116. new,

  1117. and the

  1118. promised new

  1119. world is

  1120. almost here.

  1121. So now

  1122. is not

  1123. time to

  1124. hit the

  1125. snooze

  1126. button.

  1127. Let's

  1128. get into

  1129. some

  1130. actions.

  1131. So let's

  1132. put aside

  1133. the deeds

  1134. of darkness

  1135. and put

  1136. on the

  1137. armor of

  1138. light.

  1139. Let's

  1140. behave decently

  1141. as in the

  1142. daytime,

  1143. not in

  1144. carousing

  1145. and drunkenness,

  1146. not in

  1147. sexual immorality

  1148. and debauchery,

  1149. not in

  1150. dissension and

  1151. jealousy.

  1152. Rather,

  1153. quote yourself

  1154. with the

  1155. Lord Jesus

  1156. Christ,

  1157. and do

  1158. not think

  1159. about how

  1160. to gratify

  1161. the desire

  1162. of the

  1163. fresh.

  1164. There

  1165. seems to

  1166. be three

  1167. contrasting

  1168. actions from

  1169. this final

  1170. session of

  1171. tests,

  1172. but they

  1173. are very

  1174. closely related

  1175. and can

  1176. be studied

  1177. as one

  1178. action

  1179. group.

  1180. Firstly,

  1181. Paul calls

  1182. us to

  1183. put aside

  1184. or put

  1185. off our

  1186. nighties

  1187. and put

  1188. on our

  1189. day clothes.

  1190. As much

  1191. as our

  1192. nighties,

  1193. our pajamas

  1194. are comfortable

  1195. and help

  1196. us to

  1197. sleep.

  1198. They are

  1199. inappropriate

  1200. for how

  1201. we should

  1202. live or

  1203. want to

  1204. live our

  1205. life during

  1206. the day.

  1207. Dressing

  1208. right,

  1209. dressing for

  1210. the right

  1211. occasion,

  1212. help us

  1213. to perform

  1214. better on

  1215. most

  1216. occasions.

  1217. The

  1218. pajamas,

  1219. the nighties

  1220. we are

  1221. putting aside

  1222. are the

  1223. deeds of

  1224. darkness.

  1225. We're

  1226. putting off

  1227. what is

  1228. harmful to

  1229. us,

  1230. and we

  1231. are to

  1232. put on

  1233. the armor

  1234. of light

  1235. that will

  1236. protect us

  1237. and save

  1238. us.

  1239. No one

  1240. in their

  1241. right mind

  1242. will go

  1243. into a

  1244. battle

  1245. naked.

  1246. However,

  1247. if you only

  1248. think about

  1249. what you

  1250. have to

  1251. put aside

  1252. or give

  1253. up,

  1254. not thinking

  1255. about the

  1256. armor God

  1257. prepared for

  1258. you,

  1259. you'll be

  1260. fearful and

  1261. worried,

  1262. like going

  1263. into a

  1264. battle

  1265. naked.

  1266. Secondly,
