  1. I do hope that you have a copy of God's Word with you this morning. Please join me in it in Romans chapter 13.

  2. Our text for today is Romans chapter 13 verses 1 through 7.

    Romans 13:1–7

  3. Before we take a look at today's text, a very good morning to you all.

  4. If I've yet to say hi to you, I'm very glad to be back with you, and I'm very thankful for our church.

  5. I am grateful for our church for at least three reasons.

  6. First, I'm thankful for church leadership that cares about my spiritual and physical well-being.

  7. Truly, the men that God is leading this church are a blessing to you as well as to myself.

  8. Secondly, I'm thankful for a church that is willing to let me be cared for,

  9. that allow me to be absent for a month and to ask how my time away was and how I am.

  10. I'm just warmed by all of your appreciation and gratefulness for my time away this morning.

  11. Please know that that time was well spent and I'm doing quite well.

  12. Thirdly, Sam and I took the boys for a teaching opportunity to a local megachurch last week,

  13. and I am thankful for a church that does not desire to be entertained to death

  14. and will not allow for God's Word to be neglected when we are gathered together.

  15. In a single verse of many of the songs that we've sung together this morning,

  16. there's more truth, substantive truth, than we experienced in our entire time at that church.

  17. And so I'm glad that some of the things that they did,

  18. I would shudder to try, as I think you all would throw me out the window if I did.

  19. So I'm glad for that.

  20. I am in no way tempted to entertain you,

  21. and I think this is good for all of our souls.

  22. If I ever have reason to doubt the power of the gospel or the goodness of God,

  23. I only need to stop and think about his manifold grace in the life of this church,

  24. and my faith is refreshed.

  25. So thank you. Keep it up.

  26. And now as we turn our attention to the first seven verses of chapter 13,

  27. we find a timely text for a season of political unrest.

  28. I imagine that if you have no concern about the state of politics in our country,

  29. then you are paying no attention whatsoever to all that has been happening.

  30. Maybe that's a wonderful state of bliss.

  31. These seven verses are good for us for today,

  32. but beyond the providential timing of their assignment to this morning,

  33. we will do well to think about their placement in Paul's letter to the Roman believers.

  34. Many commentators suggest this passage is disjointed from Paul's exhortations in chapter 12.

  35. I even read a suggestion in my study of it that it was imported from elsewhere and brought into this book.

  36. But this is not so.

  37. In Romans chapter 12, verse 1 and 2, Paul wrote this,

    Romans 12:1

  38. I appeal to you, therefore, brothers, right,

  39. in light of everything that he has presented to be true of the gospel so far,

  40. he says, by the mercies of God, which is the summary of those first 11 chapters,

  41. to present your bodies as a living sacrifice.

  42. And we talked about how this was whole self-sacrifice that Paul is referring to here.

  43. Every ounce of who you are presented as a living sacrifice,

  44. holy and acceptable to God, which is your spiritual worship.

  45. Verse 2, he says,

  46. Do not be conformed to this world,

  47. but be transformed by the renewal of your mind,

  48. that by testing you may discern what is the will of God,

  49. what is good and acceptable and perfect.

  50. And we talked about how Paul's not here meaning that if you will transform your mind,

  51. that you will be able to discern the unknown will of God.

  52. But he's going to go on to tell us what that will of God is.

  53. So he encourages at the outset of chapter 12 that our whole selves are to be given to God.

  54. And then the structure of the following chapters is chiastic.

  55. If you're not familiar with this term,

  56. it means that the text mirrors on top of itself.

  57. There's many chiastic structures found in the Bible,

  58. and they are very cool.

  59. So I want to draw your attention just briefly to this one.

  60. After verse 2 of chapter 12,

  61. we see in verses 3 through 8 a summary of humble service.

  62. Like how should our lives look in service to the church

  63. using our various gifts in the way they were designed to be used.

  64. And then in verses 9 through 16,

  65. he talks about love in the life of the church.

  66. So you've got A, chapter 12, verses 3 through 8.

  67. B, verses 9 through 16.

  68. C, how it is that we're meant to relate with the world.

  69. Verses 17 through 21.

  70. And then it follows, if we're to relate to the world in this way,

  71. how it is that we're to relate with the political authorities of this world.

  72. So you see the C prime, the reflective part of that part found in verses 17 through 21.

  73. And then you continue on in chapter 13, verses 8 through 10.

  74. And again, love in the church, right?

  75. Corresponding to verses 9 through 16 of chapter 12.

  76. And then all of chapter 14, again being about humble service.

  77. Now I'm looking at all this typed out,

  78. and I know that your mind is probably going, okay.

  79. The point is that there's a chiastic structure here.

  80. Paul has an ordered, divinely inspired plan,

  81. and we ought to give care as we consider it in the coming weeks.

  82. Part of giving our whole selves in devotion to our merciful God

  83. is living under the authority that he has established

  84. in the home, at work, in church,

  85. and yes, even as citizens of the place that God has placed us.

  86. So, without further ado, let's take a look at today's text.

  87. It is a joy, beloved, to remind you that this is God's word to us,

  88. written for his glory and our good,

  89. and we would all do well to listen to it

  90. in order to believe its promises and to obey its commands.

  91. Romans 13, beginning in verse 1.

  92. Let every person be subject to the governing authorities.

  93. For there is no authority except from God,

  94. and those that exist have been instituted by God.

  95. Therefore, whoever resists the authorities resists what God has appointed,

  96. and those who resist will incur judgment.

  97. For rulers are not a terror to good conduct, but to bad.

  98. Would you have no fear of the one who is in authority?

  99. Then do what is good, and you will receive his approval.

  100. For he is God's servant for your good.

  101. But if you do wrong, be afraid,

  102. for he does not bear the sword in vain.

  103. For he is the servant of God,

  104. an avenger who carries out God's wrath on the wrongdoer.

  105. Therefore, one must be in subjection,

  106. not only to avoid God's wrath,

  107. but also for the sake of conscience.

  108. For because of this, you also pay taxes,

  109. for the authorities are ministers of God,

  110. attending to this very thing.

  111. Pay to all what is owed to them,

  112. taxes to whom taxes are owed,

  113. revenue to whom revenue is owed,

  114. respect to whom respect is owed,

  115. honor to whom honor is owed.

  116. Now, in order to avoid chasing every possible rabbit this morning,

  117. we will begin with a simple three-point exegesis of the text,

  118. which will be as follows.

  119. Number one, a command to obey.

  120. Number two, a caution against rebellion.

  121. Number three, a contribution.

  122. For the work.

  123. Now, after this straightforward consideration,

  124. I intend to ask some contextual questions

  125. and issue answers from this text,

  126. and more broadly from elsewhere in the Bible.

  127. So we're going to just simply go through the text itself,

  128. and then we're going to ask some slightly larger questions as well.

  129. So hang in with me as we do that.

  130. So number one, a command to obey.

  131. And you see this there at the very beginning of the chapter,

  132. verse one,

  133. let every person be subject to the governing authorities,

  134. for there is no authority except from God,

  135. and those that exist have been instituted by God.

  136. Paul tells us, simply,

  137. that we are to obey the governing authorities of our political system,

  138. because that authority has been set in place by God himself.

  139. You may recall that I taught a series on authority in recent months

  140. and summarized the overarching teaching of the Bible with eight biblical assertions.

  141. I'm going to give them to you really quickly in brief,

  142. but hopefully this will be a reminder to you as we think about submission to authority.

  143. Number one, God's authority is innate.

  144. That means it belongs to him because he is, in fact, God.

  145. Nobody granted it to him.

  146. He is in authority because he is God.

  147. And because of that, that authority is final.

  148. It's the absolute authority.

  149. God's authority is innate and it is final.

  150. Number two, God's authority is necessarily good because he is good.

  151. We have no reason to question the way that God has ordered the universe

  152. because God is a good God.

  153. Number three, humankind has an authority problem.

  154. It began in the garden, continues to this day.

  155. Paul is here addressing it in these following verses.

  156. We tend to not want to be told what to do.

  157. Number four, we are delegated authority that always has limits

  158. and is always subservient to the one who delegated it, right?

  159. That is God who has that innate and final authority.

  160. He's put boundaries on the authority that he has granted to various roles in our world.

  161. Number five, when a person or institution takes up a responsibility not granted to them

  162. or exercises an authority granted to them in a way not granted to them,

  163. it is at best ineffective.

  164. It is at worst abusive.

  165. So we are meant to take up authority that's been granted in the way that it's been granted.

  166. Otherwise, it goes horribly awry.

  167. Number six, the aim of exercising authority and submission to God's good authority

  168. is for the sake of protecting the vulnerable, strengthening our communities,

  169. and promoting human flourishing,

  170. which is borrowed from a book by a man named Jonathan Lehman called Authority.

  171. So again, it's for the sake of protecting the vulnerable,

  172. strengthening our communities, and promoting human flourishing.

  173. Number seven, God delegates his authority through three institutions and six positions.

  174. And we talked about those at length across that time.

  175. I'm going to spare you those details this morning.

  176. For our purposes, know that one of the three institutions is the government,

  177. which is what we are considering today.

  178. And lastly, within these three institutions and six positions,

  179. there is granted two types of authority.

  180. We talked about the authority of counsel or persuasion,

  181. the power to convince somebody to do something.

  182. It's what we're doing here and now.

  183. I hope to convince you by the power of the Spirit

  184. that what Paul is exhorting us to is good and proper,

  185. and we should obey it.

  186. And also, the authority of command or coercion,

  187. the power to make someone do something by force,

  188. which is the type of authority that the government possesses, right?

  189. Yielding that sword mentioned in the text.

  190. So generally, Paul says, chapter 13 and verse 1,

  191. we are to recognize the governing authorities as being from God,

  192. and therefore, we are to obey them.

  193. I know that when we read a text like this,

  194. we immediately want to arrive at the exceptions.

  195. We are, after all, citizens of a country born not so long ago

  196. from casting off government authority.

  197. That's kind of who we are as Americans,

  198. no longer British anymore.

  199. However, we recently celebrated Independence Day,

  200. a yearly recognition that we were unwilling to live

  201. under the tyranny of King George

  202. and still today won't stand for tyranny.

  203. I'm not saying any of this is bad, right?

  204. But it's kind of part of who we are.

  205. We read a text like this and we want to go,

  206. yeah, yeah, yeah, yeah, but...

  207. But note that you generally,

  208. willingly subject yourself to the governing authorities

  209. in your daily living.

  210. We are generally productive citizens,

  211. obeying traffic laws,

  212. keeping our licenses and insurance current,

  213. paying our property taxes,

  214. pulling permits for septic system installs,

  215. not dumping trash in the river, etc.

  216. There are laws that we obey.

  217. Whether or not we entirely agree with them,

  218. we still submit to that authority

  219. because we recognize that it's an authority.

  220. And if we do well,

  221. we recognize that it's an authority

  222. given by God.

  223. We generally find great accord

  224. with the rule of law

  225. and agree mostly with the laws of our land.

  226. That said, we don't always agree, do we?

  227. Until recently,

  228. a Supreme Court decision

  229. known as Roe v. Wade

  230. functionally served as the law of the land

  231. that permitted abortion,

  232. like the murder of unborn children.

  233. Christians rightly despised

  234. and despised that decision

  235. and sought to see justice done.

  236. Not through vigilantism,

  237. but through political process.

  238. We praise God

  239. for that decision's overturning

  240. and recognize that it is the starting point

  241. for much more work

  242. to defend the most vulnerable

  243. of our country's citizens.

  244. So, we took up there

  245. as Christian people.

  246. We didn't become vigilantes.

  247. We weren't those that

  248. bombed abortion clinics,

  249. but rather we submitted ourselves

  250. to the authority

  251. and cried,

  252. this is wrong

  253. and must be fixed.

  254. Praise God,

  255. we are in the process of that

  256. even now.

  257. The point I am making

  258. is that we ought not be quick

  259. to the American impulse

  260. to arrive at the exceptions,

  261. but rather to accept

  262. the general exhortation.

  263. Don't forget

  264. that this letter's original audience

  265. were Roman citizens.

  266. It is most likely

  267. that Paul wrote this letter

  268. in A.D. 57,

  269. a time at which

  270. the citizenry of Rome

  271. was already persecuting Christians

  272. with no protection

  273. from the pantheonic Roman leadership.

  274. In just a few short years,

  275. in A.D. 64,

  276. the Roman authorities

  277. would begin

  278. the state-sponsored

  279. systematic persecution

  280. of Christians.

  281. Yet,

  282. Paul's inspired pen

  283. writes,

  284. We are not exceptional

  285. in the history of the world.

  286. Like,

  287. we have some

  288. particular oppression

  289. that shouldn't make this text

  290. ring true

  291. for us.

  292. Think about

  293. first century

  294. and second

  295. and third

  296. and fourth century

  297. Christians.

  298. Think about Christians

  299. in our world today

  300. that take up a text

  301. like this

  302. and read,

  303. Let every person

  304. be subject

  305. to the governing authorities,

  306. for there is no authority

  307. except from God,

  308. and those that exist

  309. have been instituted

  310. by God.

  311. So we have a command

  312. to obey.

  313. Secondly,

  314. Paul gives us

  315. a caution

  316. against

  317. rebellion.

  318. This is found

  319. in verses

  320. 2-5.

  321. Therefore,

  322. these authorities

  323. have been having

  324. instituted by God

  325. at the end of verse 1.

  326. Therefore,

  327. whoever resists

  328. the authorities

  329. resists what God

  330. has appointed,

  331. and those who resist

  332. will incur judgment.

  333. He has such a confidence

  334. in God's sovereign working

  335. that these people

  336. in these positions

  337. were placed there

  338. by God.

  339. Generally speaking,

  340. if we resist them,

  341. then we are

  342. resisting

  343. God

  344. himself.

  345. For rulers

  346. are not a terror

  347. to good conduct

  348. but to bad.

  349. Would you have no fear

  350. of the one

  351. who is in authority?

  352. Do you want to not fear them?

  353. Well, then

  354. do what is good

  355. and you will receive

  356. his approval.

  357. For he is God's servant

  358. for your good.

  359. But if you do wrong,

  360. be afraid,

  361. for he does not bear

  362. the sword in vain,

  363. for he is the servant

  364. of God

  365. and avenger

  366. who carries out

  367. God's wrath

  368. on the wrongdoer.

  369. Therefore,

  370. one must be

  371. in subjection

  372. not only to avoid

  373. God's wrath

  374. but also

  375. for the sake

  376. of conscience.

  377. Paul tells us

  378. in these verses

  379. generally,

  380. if you rebel

  381. against the

  382. governing authorities,

  383. then you rebel

  384. against God

  385. himself

  386. and will incur

  387. the temporal

  388. wrath of God

  389. in the consequences

  390. rendered

  391. for your rebellion.

  392. If you break

  393. a traffic law,

  394. you may find yourself

  395. paying a hefty fine

  396. is a simple

  397. and relatively

  398. benign example.

  399. If you disregard

  400. those authorities,

  401. you are going to

  402. have some trouble

  403. people.

  404. The giving of law

  405. and the enforcement

  406. of it

  407. is a mercy

  408. to people.

  409. Generally speaking,

  410. it's a mercy

  411. to people.

  412. The consequences

  413. given for breaking

  414. the Mosaic law

  415. had five

  416. expressed

  417. purposes.

  418. If you'd like to

  419. know references

  420. for these,

  421. I'll be happy

  422. to send them

  423. to you.

  424. first,

  425. they served,

  426. again,

  427. these are the

  428. consequences

  429. for breaking

  430. the Mosaic law,

  431. this is in

  432. God's theocracy,

  433. they were a matter

  434. of justice,

  435. setting right

  436. a wrong

  437. in due proportion.

  438. Somebody commits

  439. a wrong against you,

  440. they deserve

  441. some consequence

  442. for that action.

  443. They served

  444. as a deterrent

  445. to further crime.

  446. People who

  447. witnessed that

  448. there were

  449. consequences to

  450. actions were

  451. less likely

  452. to commit

  453. those crimes.

  454. They were a

  455. leveler of

  456. impartiality.

  457. God's law was

  458. very careful

  459. to say that

  460. no one was

  461. above the rule

  462. of this law.

  463. fourthly,

  464. they were meant

  465. to be a

  466. swift matter

  467. of order

  468. that civility

  469. would be

  470. maintained

  471. in a society.

  472. Fifth,

  473. they were a

  474. way of

  475. pardon,

  476. restoration,

  477. once the

  478. penalty was

  479. paid for a

  480. crime committed,

  481. a way for a

  482. person to be

  483. restored meaningfully

  484. to a community.

  485. Our system

  486. does not

  487. function

  488. perfectly.

  489. I will not

  490. make a claim

  491. to that.

  492. I am sure

  493. that we can

  494. all share a

  495. story of

  496. mishandled

  497. justice,

  498. but the

  499. governing

  500. authorities get

  501. it right

  502. more times

  503. than not.

  504. There is

  505. justice

  506. administered at

  507. the hands

  508. of governing

  509. authorities.

  510. We ought to

  511. all be glad

  512. of the

  513. difficult work

  514. that does

  515. get done

  516. right.

  517. It just

  518. doesn't get

  519. shared on

  520. social media.

  521. Robert

  522. Haldane

  523. in an

  524. exposition

  525. of Romans

  526. wrote this,

  527. the institution

  528. of civil

  529. government

  530. is a

  531. dispensation

  532. of mercy

  533. and its

  534. existence

  535. is so

  536. indispensable

  537. that the

  538. moment it

  539. ceases under

  540. one form,

  541. it reestablishes

  542. itself in

  543. another.

  544. So just as

  545. an example,

  546. in quote for

  547. a second,

  548. when all the

  549. crazy stuff was

  550. going on in

  551. Seattle and

  552. they took

  553. over blocks

  554. and they

  555. were being

  556. anarchists,

  557. they formed

  558. a government

  559. within the

  560. first week

  561. of doing

  562. that.

  563. It was a

  564. failed experiment

  565. altogether,

  566. but they

  567. very quickly

  568. formed

  569. government

  570. because they

  571. saw what

  572. happened when

  573. there was no

  574. rule at

  575. all.

  576. Back to the

  577. quote.

  578. The world

  579. ever since

  580. the fall

  581. when the

  582. dominion of

  583. one part

  584. of the

  585. human race

  586. over another

  587. was immediately

  588. introduced

  589. has been in

  590. such a state

  591. of corruption

  592. and deprivity

  593. that without

  594. the powerful

  595. obstacle presented

  596. by civil

  597. government to

  598. the selfish

  599. and malignant

  600. passions of

  601. men,

  602. it would be

  603. better to

  604. live among

  605. the beasts

  606. of the forest

  607. than in

  608. human society.

  609. We need

  610. restraining

  611. grace in

  612. our lives.

  613. As soon as

  614. its restraints

  615. are removed,

  616. man shows

  617. himself in

  618. his real

  619. character.

  620. When there

  621. was no king

  622. in Israel

  623. and everyone

  624. did that which

  625. was right in

  626. his own eyes,

  627. we see in

  628. the last three

  629. chapters of

  630. the book of

  631. Judges what

  632. were the

  633. dreadful

  634. consequences.

  635. Mankind

  636. cannot be

  637. left in

  638. its deprivity

  639. to itself.

  640. We need

  641. God to be

  642. merciful to

  643. us, to

  644. give us

  645. governing

  646. authorities,

  647. and we

  648. ought

  649. generally to

  650. obey those

  651. authorities and

  652. recognize them

  653. as a gift

  654. to our

  655. flourishing

  656. this side

  657. of glory.

  658. So that was

  659. the simple

  660. point number

  661. two from

  662. the text.

  663. Thirdly,

  664. and very

  665. shortly,

  666. a contribution

  667. for the

  668. work.

  669. And we

  670. see this

  671. in verses

  672. 6 and

  673. 7.

  674. John

  675. MacArthur

  676. made an

  677. entire sermon

  678. out of this

  679. text, and I

  680. just don't

  681. want to talk

  682. about taxes

  683. that much.

  684. There Paul

  685. writes,

  686. For because

  687. of this you

  688. also pay

  689. taxes, for

  690. the authorities

  691. are ministers

  692. of God

  693. attending to

  694. this very

  695. thing.

  696. Pay to

  697. all who

  698. is owed

  699. to them,

  700. taxes to

  701. whom taxes

  702. are owed,

  703. revenue to

  704. whom revenue

  705. is owed,

  706. respect to

  707. whom respect

  708. is owed,

  709. honor to

  710. whom honor

  711. is owed.

  712. Paul tells

  713. us in the

  714. last two

  715. verses of

  716. today's text

  717. that because

  718. governing

  719. authorities are

  720. instituted by

  721. God, that it

  722. is proper to

  723. contribute to

  724. the work

  725. that they

  726. do.

  727. We'll have

  728. to do so

  729. with our

  730. finances, and

  731. we'll have

  732. to do so

  733. with our

  734. attitudes.

  735. We need to

  736. respect those

  737. positions of

  738. authority,

  739. whether we

  740. particularly

  741. respect the

  742. person or

  743. the work

  744. being accomplished

  745. within that

  746. role itself.

  747. I want to

  748. read to

  749. you an

  750. anonymous

  751. second-century

  752. Christian's

  753. letter where

  754. he's describing

  755. the activity of

  756. his fellow

  757. Christian followers.

  758. Again, this is

  759. second-century.

  760. He writes

  761. this,

  762. Christians are

  763. distinguished from

  764. other men,

  765. neither by

  766. country nor

  767. language,

  768. nor the

  769. customs which

  770. they observe.

  771. For they

  772. neither inhabit

  773. cities of

  774. their own,

  775. nor employ a

  776. particular form

  777. of speech,

  778. nor lead a

  779. life which is

  780. marked out by

  781. any singularity.

  782. The course of

  783. conduct which

  784. they follow has

  785. not been

  786. devised by

  787. any speculation

  788. or deliberation

  789. of inquisitive

  790. men, nor do

  791. they, like some,

  792. proclaim themselves

  793. the advocates of

  794. any merely human

  795. doctrines.

  796. But,

  797. inhabiting

  798. Greek as well

  799. as barbarian

  800. cities,

  801. according as

  802. the lot of

  803. each of them

  804. had determined,

  805. and following

  806. the customs

  807. of the natives

  808. in respect to

  809. clothing, food,

  810. and the rest of

  811. their ordinary

  812. conduct, they

  813. display to

  814. us their

  815. wonderful and

  816. confessively

  817. striking method

  818. of life.

  819. They dwell in

  820. their own

  821. countries, but

  822. simply as

  823. sojourners.

  824. As citizens,

  825. they share in

  826. all things with

  827. others and yet

  828. endure all

  829. things as if

  830. foreigners.

  831. Every foreign

  832. land is to

  833. them as their

  834. native country,

  835. and every land

  836. of their birth

  837. as a land of

  838. strangers.

  839. They marry,

  840. as do all

  841. others.

  842. They beget

  843. children, but

  844. they do not

  845. destroy their

  846. offspring.

  847. They have a

  848. common table,

  849. but not a

  850. common bed.

  851. They are in

  852. the flesh, but

  853. they do not

  854. live after the

  855. flesh.

  856. They pass their

  857. days on earth,

  858. but they are

  859. citizens of

  860. heaven.

  861. They obey the

  862. prescribed laws

  863. and at the

  864. same time

  865. surpass the

  866. laws by

  867. their lives.

  868. They love

  869. all men and

  870. are persecuted

  871. by all.

  872. They are

  873. unknown and

  874. condemned.

  875. They are put

  876. to death and

  877. restored to

  878. life.

  879. They are

  880. poor, yet

  881. make many

  882. rich.

  883. They are

  884. in lack

  885. of all

  886. things and

  887. yet abound

  888. in all.

  889. They are

  890. dishonored, yet

  891. in their very

  892. dishonor are

  893. glorified.

  894. They are

  895. evil, spoken

  896. of, and yet

  897. are justified.

  898. They are

  899. reviled and

  900. blessed.

  901. They are

  902. insulted and

  903. replay the

  904. insult with

  905. honor.

  906. They do

  907. good, yet

  908. are punished

  909. as evildoers.

  910. When punished,

  911. they rejoice as

  912. if quickened

  913. into life.

  914. They are

  915. assailed by

  916. the Jews as

  917. foreigners and

  918. are persecuted

  919. by the Greeks,

  920. yet those who

  921. hate them are

  922. unable to

  923. assign any

  924. reason for

  925. their hatred.

  926. I just would

  927. ask the

  928. question, generally

  929. of American

  930. Christianity, is

  931. it defined in

  932. that way?

  933. And I think

  934. sadly, it's

  935. not.

  936. May we be

  937. people characterize

  938. the way these

  939. second century

  940. Christians were

  941. characterized.

  942. So there's a

  943. simple exegesis

  944. of the text.

  945. A command to

  946. obey, a

  947. caution against

  948. rebellion, a

  949. contribution for

  950. the work.

  951. Now, however,

  952. I want to ask

  953. two contextual

  954. questions and

  955. issue some

  956. answers, at

  957. least in part,

  958. to those

  959. questions.

  960. questions.

  961. The first is

  962. simply this.

  963. What part should

  964. Christians play

  965. in politics?

  966. Do we have any

  967. role to play at

  968. all?

  969. Should we

  970. entirely remove

  971. ourselves from

  972. the process,

  973. simply saying,

  974. well, God's

  975. going to do what

  976. God's going to

  977. do, so we

  978. have no reason

  979. to be involved

  980. in it?

  981. I say to you,

  982. no, we have

  983. our system is a

  984. system by and

  985. for the people

  986. in its design,

  987. so let's

  988. participate

  989. meaningfully

  990. in it.

  991. God has

  992. granted us

  993. such opportunity

  994. to work

  995. toward those

  996. previously

  997. mentioned goals

  998. of protecting

  999. the vulnerable,

  1000. strengthening our

  1001. communities, and

  1002. promoting human

  1003. flourishing as

  1004. we participate

  1005. in our

  1006. political process.

  1007. Politics are

  1008. downstream of

  1009. culture.

  1010. So let's be

  1011. those who have

  1012. and hold God's

  1013. truth, be

  1014. shapers of

  1015. culture and

  1016. the politics

  1017. that follow.

  1018. Let's not

  1019. leave our

  1020. pagan

  1021. neighbors to

  1022. themselves.

  1023. Let's be

  1024. involved.

  1025. We have the

  1026. opportunity to

  1027. do so, and

  1028. so we should

  1029. in some

  1030. specific ways.

  1031. Number one,

  1032. let us vote

  1033. for godly

  1034. leaders and

  1035. biblical

  1036. laws.

  1037. Your votes

  1038. have consequences.

  1039. We have

  1040. witnessed that

  1041. most readily

  1042. in these past

  1043. years.

  1044. Know what

  1045. is good

  1046. and true

  1047. and beautiful.

  1048. Have a

  1049. biblical worldview

  1050. and throw

  1051. your citizenship

  1052. at those

  1053. things on

  1054. the ballot.

  1055. We have a

  1056. limited amount

  1057. of political

  1058. influence, but

  1059. we do have

  1060. this ability,

  1061. each and

  1062. every one of

  1063. us who are

  1064. of age.

  1065. Know

  1066. biblical

  1067. justice and

  1068. support laws

  1069. consistent with

  1070. it.

  1071. Vote for

  1072. leaders that

  1073. have Bibles

  1074. in their

  1075. back pockets

  1076. and not

  1077. just special

  1078. interest

  1079. dollars.

  1080. Sadly,

  1081. there are

  1082. few and

  1083. far between,

  1084. it would

  1085. seem.

  1086. Perhaps

  1087. consider,

  1088. young people,

  1089. a life of

  1090. politics.

  1091. We need

  1092. good men

  1093. and women

  1094. to be

  1095. involved in

  1096. the political

  1097. process.

  1098. Remember that

  1099. there is no

  1100. authority except

  1101. from God,

  1102. and those

  1103. that exist

  1104. have been

  1105. instituted by

  1106. God, but

  1107. God uses

  1108. means to

  1109. accomplish

  1110. his ends.

  1111. And in our

  1112. political system,

  1113. that includes

  1114. your voice

  1115. and your

  1116. vote.

  1117. In our

  1118. context,

  1119. those means

  1120. are not

  1121. coups, we

  1122. hope, we

  1123. hope that's

  1124. not the way

  1125. political power

  1126. transitions in

  1127. our country,

  1128. but rather

  1129. ordered

  1130. processes,

  1131. and so we

  1132. should be

  1133. involved in

  1134. those processes.

  1135. Secondly,

  1136. specifically,

  1137. being involved

  1138. in politics,

  1139. given the

  1140. opportunity,

  1141. we should

  1142. warn leaders

  1143. that they

  1144. have been

  1145. appointed by

  1146. God, are

  1147. meant to

  1148. work for

  1149. the good

  1150. of their

  1151. citizenry,

  1152. by God's

  1153. standard, and

  1154. will be judged

  1155. for the way

  1156. they govern.

  1157. We should be

  1158. a voice in

  1159. the public

  1160. sphere if we

  1161. have the

  1162. opportunity to

  1163. speak to

  1164. elected officials.

  1165. We should be

  1166. saying to them,

  1167. there is a

  1168. standard by

  1169. which you

  1170. are meant

  1171. to govern.

  1172. I wonder how

  1173. many opportunities

  1174. to clearly

  1175. present the

  1176. gospel to

  1177. governing

  1178. authorities have

  1179. been missed

  1180. for the sake

  1181. of political

  1182. expedience or

  1183. guised civility.

  1184. We do well

  1185. to be prophetic

  1186. voices, to

  1187. engage politically

  1188. as Christians

  1189. first,

  1190. concerned about

  1191. those eternal

  1192. things most,

  1193. and then as

  1194. Americans

  1195. second.

  1196. Thirdly,

  1197. trust the

  1198. Lord of

  1199. politics and

  1200. be charitable.

  1201. Trust the

  1202. Lord of

  1203. politics.

  1204. Nothing is

  1205. outside of

  1206. His control.

  1207. Regardless of

  1208. the results of

  1209. any given

  1210. election,

  1211. Christians should

  1212. be confidently

  1213. settled of

  1214. all people.

  1215. We should be

  1216. the most

  1217. confident of

  1218. all people

  1219. because we

  1220. know that

  1221. our Savior

  1222. will never

  1223. occupy the

  1224. Oval Office,

  1225. but presently

  1226. occupies the

  1227. throne of

  1228. heaven and

  1229. reigns over

  1230. all.

  1231. Undoubtedly.

  1232. Beloved, our

  1233. ultimate citizenship

  1234. is with Him.

  1235. If you have

  1236. turned from

  1237. your sin and

  1238. placed saving

  1239. faith in the

  1240. accomplished work

  1241. of Christ for

  1242. you, then you

  1243. ought to be

  1244. immovable.

  1245. Your confidence

  1246. should be

  1247. unshakable.

  1248. The author of

  1249. Hebrews writes

  1250. chapter 13

  1251. and verse 14,

  1252. For here we

  1253. have no

  1254. lasting city,

  1255. but wishes

  1256. will not be

  1257. thwarted, and

  1258. although His

  1259. providence can

  1260. at times be

  1261. strange to us,

  1262. His sovereign

  1263. goodness never

  1264. fails to

  1265. accomplish all

  1266. that He

  1267. purposes.

  1268. Set your

  1269. confidence beyond

  1270. this world.

  1271. Fix it

  1272. heavenward and

  1273. rest.

  1274. Again, I'm

  1275. not saying

  1276. don't be

  1277. involved, but

  1278. in the midst

  1279. of our

  1280. involvement,

  1281. and after

  1282. our involvement

  1283. has passed,

  1284. we ought to

  1285. be a people

  1286. so confident

  1287. in who our

  1288. God is and

  1289. what He has

  1290. promised to

  1291. accomplish on

  1292. our behalf and

  1293. in the world,

  1294. that we are not

  1295. given to fits

  1296. like the world

  1297. around us is.

  1298. people with

  1299. unshakable confidence

  1300. in God's

  1301. providence

  1302. find it

  1303. easy,

  1304. hear me,

  1305. people with

  1306. unshakable

  1307. confidence in

  1308. God's

  1309. providence

  1310. find it

  1311. easy to be

  1312. charitable

  1313. towards those

  1314. who disagree

  1315. with them.

  1316. If someone

  1317. doesn't think

  1318. the way you

  1319. think,

  1320. vote the

  1321. way you

  1322. vote.

  1323. If you're

  1324. confident in

  1325. God's

  1326. sovereign

  1327. goodness,

  1328. you still

  1329. may want to

  1330. convince them

  1331. otherwise,

  1332. but the

  1333. world does

  1334. not rise and

  1335. fall in your

  1336. ability to

  1337. convince them

  1338. otherwise.

  1339. Even in

  1340. matters of

  1341. politics,

  1342. we can be

  1343. charitable if

  1344. we're confident

  1345. in who our

  1346. God is.

  1347. God is

  1348. the world

  1349. is not

  1350. falling apart

  1351. outside of

  1352. God's

  1353. control.

  1354. No matter

  1355. how dire

  1356. it may

  1357. seem at

  1358. times,

  1359. God has

  1360. not given

  1361. up his

  1362. sovereignty

  1363. to anybody.

  1364. Charles

  1365. Spurgeon

  1366. once said,

  1367. this is the

  1368. quotation on

  1369. the back of

  1370. your bulletin,

  1371. in a quote

  1372. often wrongly

  1373. applied politically,

  1374. he says

  1375. this,

  1376. I do not

  1377. know which

  1378. I should

  1379. prefer to

  1380. see one

  1381. of my dear

  1382. Christian

  1383. brethren fall

  1384. into doctrinal

  1385. error or

  1386. into an

  1387. unchristian

  1388. spirit.

  1389. I would

  1390. prefer neither

  1391. for I think

  1392. this is a

  1393. safe rule of

  1394. two evils

  1395. choose

  1396. neither.

  1397. We can be

  1398. doctrinally

  1399. consistent,

  1400. politically

  1401. wise,

  1402. and still

  1403. be charitable

  1404. towards others

  1405. because we're

  1406. confident in

  1407. God's

  1408. providential

  1409. work.

  1410. second

  1411. question

  1412. and final

  1413. question,

  1414. when is

  1415. it by

  1416. our God

  1417. to rebel

  1418. against

  1419. governing

  1420. authorities?

  1421. When is

  1422. it faithful

  1423. to rebel

  1424. against

  1425. governing

  1426. authorities?

  1427. Now,

  1428. Paul doesn't

  1429. give us any

  1430. space for

  1431. that in

  1432. today's

  1433. text,

  1434. but he's

  1435. speaking

  1436. generally,

  1437. I believe.

  1438. Surely

  1439. governing

  1440. authorities

  1441. err at

  1442. times,

  1443. correct?

  1444. They do,

  1445. many times

  1446. they do.

  1447. At those

  1448. times,

  1449. that authority

  1450. sets itself

  1451. against the

  1452. commands of

  1453. God.

  1454. We see the

  1455. case of this

  1456. all around

  1457. us.

  1458. In Psalm

    Psalms 2:1–3

  1459. chapter 2,

  1460. verses 1

  1461. through 3,

  1462. the psalmist

  1463. writes,

  1464. why do the

  1465. nations

  1466. rage and

  1467. the

  1468. people's

  1469. plot

  1470. in vain?

  1471. The kings

  1472. of the

  1473. earth set

  1474. themselves

  1475. and the

  1476. rulers take

  1477. counsel

  1478. together

  1479. against the

  1480. Lord,

  1481. that's God

  1482. the Father,

  1483. and against

  1484. his

  1485. anointed,

  1486. that's God

  1487. the Christ,

  1488. saying,

  1489. let us

  1490. burst their

  1491. bonds apart

  1492. and cast

  1493. away their

  1494. cords

  1495. from us.

  1496. You can

  1497. see here

  1498. in this

  1499. psalm that

  1500. it perhaps

  1501. is normative

  1502. that governing

  1503. authorities want

  1504. to reject

  1505. God himself.

  1506. What are we

  1507. to do,

  1508. God's people,

  1509. when this

  1510. is the

  1511. case?

  1512. Rebel.

  1513. That's what

  1514. we're to do.

  1515. We're to rebel

  1516. against that

  1517. kind of stand

  1518. against God

  1519. because we

  1520. stand with

  1521. the innate

  1522. and final

  1523. authority.

  1524. We can

  1525. observe an

  1526. example of

  1527. this in

  1528. the life

  1529. of the

  1530. apostles in

  1531. Acts 5

  1532. 27-29.

  1533. I want you

  1534. to note

  1535. the issue

  1536. that they

  1537. stand for.

  1538. There we

  1539. see,

  1540. when the

  1541. captain with

  1542. the officers

  1543. had brought

  1544. them,

  1545. this is the

  1546. apostles,

  1547. they set

  1548. them before

  1549. the council

  1550. and the

  1551. high priest

  1552. questioned

  1553. them,

  1554. saying,

  1555. we strictly

  1556. charge you

  1557. not to

  1558. teach in

  1559. this name,

  1560. the name

  1561. of Christ.

  1562. Yet here

  1563. you have

  1564. filled

  1565. Jerusalem

  1566. with your

  1567. teaching and

  1568. you intend

  1569. to bring

  1570. this man's

  1571. blood.

  1572. God upon

  1573. us.

  1574. So we

  1575. have

  1576. charged you

  1577. not to

  1578. preach the

  1579. gospel and

  1580. you did

  1581. it anyway.

  1582. These are

  1583. governing

  1584. authorities put

  1585. in place

  1586. by God.

  1587. What are

  1588. they to

  1589. do in

  1590. this

  1591. situation?

  1592. So

  1593. clearly,

  1594. they rebelled.

  1595. And Peter

  1596. defends that

  1597. action in

  1598. verse 29,

  1599. but Peter

  1600. and the

  1601. apostles

  1602. answered,

  1603. we must

  1604. obey God

  1605. rather than

  1606. men.

  1607. Now note

  1608. at the

  1609. core of

  1610. this,

  1611. the core

  1612. of what's

  1613. happening

  1614. here is

  1615. a rebellion

  1616. against

  1617. spiritual

  1618. matters.

  1619. You have

  1620. the example

  1621. of Paul

  1622. causing a

  1623. riot.

  1624. Paul doesn't

  1625. go into a

  1626. city in

  1627. order to

  1628. cause a

  1629. riot.

  1630. Paul goes

  1631. into a

  1632. city preaching

  1633. against the

  1634. idolatry there

  1635. and a

  1636. riot results.

  1637. Rather,

  1638. he sought to

  1639. be peaceable

  1640. as he went

  1641. about his

  1642. business.

  1643. Again,

  1644. from Spurgeon,

  1645. Spurgeon says,

  1646. there are

  1647. points of

  1648. inevitable

  1649. contact

  1650. between the

  1651. higher and

  1652. lower spheres.

  1653. Points where

  1654. politics persist

  1655. in coming into

  1656. collision with

  1657. our faith.

  1658. And there we

  1659. shall be

  1660. traitors both

  1661. to heaven

  1662. and earth

  1663. if we

  1664. consult our

  1665. comfort by

  1666. sinking into

  1667. the rear.

  1668. There are

  1669. times that

  1670. these things

  1671. are going to

  1672. run in

  1673. opposition to

  1674. one another

  1675. and we

  1676. are to be

  1677. those that

  1678. press forward.

  1679. We stand

  1680. with the

  1681. one who

  1682. has that

  1683. innate and

  1684. final authority.

  1685. Sometimes this

  1686. rebellion is

  1687. simple and

  1688. it's clear.

  1689. Still difficult,

  1690. still difficult

  1691. to stand in

  1692. the face of

  1693. opposition.

  1694. The sword is

  1695. the threat,

  1696. but simple

  1697. and clear,

  1698. sometimes it

  1699. is much

  1700. more complicated.

  1701. We found

  1702. this to be

  1703. true in the

  1704. recent past

  1705. as we

  1706. consider the

  1707. rules of

  1708. governing

  1709. authorities

  1710. concerning

  1711. our

  1712. gathering

  1713. as a

  1714. church.

  1715. Churches all

  1716. over the

  1717. nation had

  1718. to consider

  1719. this.

  1720. Were those

  1721. rules proper

  1722. for the

  1723. good of the

  1724. citizenry?

  1725. Or would

  1726. obeying them

  1727. find us

  1728. guilty of

  1729. neglecting to

  1730. meet together,

  1731. which we

  1732. are warned

  1733. against in

  1734. Hebrews

    Hebrews 10 chapter mention

  1735. chapter 10?

  1736. What do we

  1737. obey?

  1738. Are we meant

  1739. to subject

  1740. ourselves to

  1741. the governing

  1742. authorities in

  1743. this case,

  1744. or to not

  1745. neglect meeting

  1746. together?

  1747. Over here we

  1748. have these

  1749. two commands

  1750. given to

  1751. us, and

  1752. how this

  1753. question was

  1754. answered was

  1755. difficult to

  1756. ascertain, and

  1757. it developed

  1758. over time as

  1759. we had more

  1760. information

  1761. navigating that

  1762. particular

  1763. illness.

  1764. Difficult

  1765. sometimes to

  1766. sort through

  1767. the proper

  1768. thing to

  1769. do.

  1770. In

  1771. 18th century

  1772. America,

  1773. pastors debated

  1774. the validity

  1775. of war against

  1776. the crown, and

  1777. whether the

  1778. American

  1779. experiment was

  1780. sanctioned by

  1781. God.

  1782. You can read

  1783. the writing that

  1784. went back and

  1785. forth between

  1786. the two.

  1787. I'm not much

  1788. of a student

  1789. of history.

  1790. I did

  1791. receive a

  1792. history minor.

  1793. It was kind

  1794. of a B

  1795. student history

  1796. minor, but

  1797. I've read some

  1798. of this writing.

  1799. It is interesting

  1800. to see the way

  1801. they debated

  1802. between the

  1803. two.

  1804. An argument

  1805. for justice,

  1806. an argument

  1807. to obey

  1808. these kinds

  1809. of commands

  1810. we find in

  1811. chapter 13.

  1812. I find myself

  1813. trying to live

  1814. in those days,

  1815. trying to walk

  1816. out the

  1817. arguments between

  1818. the two, and

  1819. I must say

  1820. that in the

  1821. early days, I

  1822. think I would

  1823. have been

  1824. aligned with

  1825. the crown.

  1826. I think the

  1827. taxation without

  1828. representation

  1829. argument was a

  1830. difficult one in

  1831. light of these

  1832. first seven

  1833. chapters.

  1834. But as the

  1835. British government

  1836. came into the

  1837. Americas and

  1838. seized land and

  1839. did unjust

  1840. things, I think

  1841. I would have

  1842. flipped on the

  1843. matter.

  1844. I think I

  1845. would have

  1846. finally said,

  1847. okay, now

  1848. justice must be

  1849. done.

  1850. They have

  1851. stepped too

  1852. far.

  1853. But there was

  1854. this debate

  1855. going on

  1856. amongst faithful

  1857. Christians trying

  1858. to figure out

  1859. how to navigate

  1860. such a time.

  1861. We must give

  1862. our whole selves

  1863. to God and

  1864. with humility,

  1865. prayerfully seek

  1866. his will in

  1867. these more

  1868. complicated matters.

  1869. All the time,

  1870. being patient

  1871. with one

  1872. another as we

  1873. await our

  1874. coming king.

  1875. I pray for us

  1876. that we would

  1877. be a people

  1878. different than

  1879. what we observe

  1880. out there,

  1881. right?

  1882. Distinguished by

  1883. our love for

  1884. one another,

  1885. confident in

  1886. who our God

  1887. is, right?

  1888. Characterized by

  1889. confidence in

  1890. the ultimate

  1891. authority,

  1892. our generally

  1893. good citizenship

  1894. that people

  1895. would look at

  1896. us and say,

  1897. they don't

  1898. think the way

  1899. I think and

  1900. act the way

  1901. I act,

  1902. but it's

  1903. difficult to

  1904. argue that

  1905. they're not

  1906. good for the

  1907. place in which

  1908. we live,

  1909. and that we

  1910. would also be

  1911. characterized by

  1912. our longing to

  1913. see all things

  1914. made new.

  1915. Let's pray

  1916. together to

  1917. that end.
